How do you detect the rest of a HD in windows?

Detect an unformatted partition?

Windows really cannot. It can read filesystems, but an unallocated partition has no filesystem.

Now, if you allocate that partition as a primary or extended, then Windows will assign a drive letter to it. You will still not be able to do anything with it until you format it. I think XP will prompt you to do this, but if not, you can probably right-click and select "format".

No need to by Partition Magic.
