Ask them why Spotify is being blocked, and argue why it needs to be available to the company. I started writing an essay about how to do it if you really wanted to do it, but it's not worth it. If you're asking the question then it's not worth it. The work involved every time you boot up, getting caught by ITSEC...nope, just bring it up with the ITSEC department.
