That VS is Watercolor Lite by Binary. It's a great theme (the only theme I use). You can find it somewhere in the Completed Visual Styles Section.

It's one of the oldest I have...I don't have a clue where I got it so if anyone wants it PM me...(I mean the wallpaper...VS is indeed Watercolor Lite) :)
