Initial page load not following Mini Spy rules

I have several forums and subforums that I have designated not to show in the Mini Spy. I understand these rules also apply to the recent posting list on the front page. When I first navigate to Neowin, the rules are ignored however it I hit the refresh at the top right corner of list, it updates and refreshes with the correct filtering.  If I refresh the entire front page, they excluded posts return but will disappear if I again refresh just the list. I have confirmed this behavior in Brave, Edge and Firefox.

Well,  judging by the lack of  responses from members and most notably management, I'll just assume this is working as intended.

I find its browser dependent for me, for instance if I set it on desktop it's not reflected on android and vice versa
