Office 2016 and 2019 support will end in October 2025: https://support.microsoft.com/en-gb/office/end-of-support-for-office-2016-and-office-2019-818c68bc-d5e5-47e5-b52f-ddf636cf8e16

To quote Microsoft:

Support for Office 2016 and Office 2019 will end on October 14, 2025 and there will be no extension and no extended security updates. All of your Office 2016 and Office 2019 apps will continue to function. However, you could expose yourself to serious and potentially harmful security risks.

Windows 7 support ended over 5 years ago back in January 2020, Windows 8.1 is also no longer supported and Windows 10 support ends in October this year also.

If the machine is not connected to the internet then its not too much of an issue. However you have specifically mentioned Outlook and security, so receiving email on a version of Windows that hasn't been patched for 5+ years and using a version of Outlook that is soon no longer been updated is not really ideal.

It's not to say the hardware is useless though, Microsoft just don't support it anymore.

Installing Linux on the laptop would keep it perfectly usable. I have an old Macbook Air from 2012 running Pop!_OS (Linux), it has an up to date web browser and can SSH / RDP where I need to. That's all I really need from a Laptop, so despite it been 13 years old it does what it needs to when I actually need a Laptop. If you specifically need Microsoft Office then it might not be an option, however I was just making the point that the hardware could still be perfectly usable depending what you want to do with it.

According to gemini, any versions of Office365 desktop after v2002 will not work with windows 7.

Out of curiosity, what is your use case and do you have a hard requirement of Windows 7 and Office?

If not, a sensible alternative may be to use a more recent version of windows + office, an office desktop alternative such as libre office or browser based o365, or potentially use a different operating system + office solution such as macos or linux + compatible software.

Its technically a legal licence, but its in the grey area. I've bought from them before. Any issues, which are rare, and they're quick to respond

Even if you get it working you'll only get security updates for Office 2016 until October of this year. Given you're using it for Outlook which means internet connected it's really time to move past Windows 7, it was good in its day but very much unsupported now.

I think the question has already been answered, Microsoft will stop providing security updates for Office 2016 in October of this year as Microsoft will no longer provide any security patches beyond that date so any vulnerabilities won't be patched and the machine would easily be exploited.  Windows 7 is already well past this point.

If you'd be interested in tinkering with Linux that's a really good way of extending the life of your hardware whilst still recieving security updates, having an up to date browser and office suite (Libre Office is actually pretty decent these days and free!).

My suggestion for replacing Windows 7. https://linuxmint.com/

Straight forward as others have noted. Running an unsupported version of Windows and having it front facing the internet put more than just the network you are on and your devices at risk. You identity is at risk as well. If some outside entity hasn't already scanned your computer and successfully compromised it without your knowledge, you are extremely lucky. Given time it will happen.

Totally missed 2019 going unsupported this October! Glad I decided to kick the dust off of my account and get caught up! Thanks!
