Links bar in browser

Question

Ok:

I know and understand how to make that top bar with the drop down links menu in HTML ( the bar with iNet on, not the firefox tabs bar), but i was wondering if there was any way of hardcoding it into a browser, if i make it html frames page as my startup page in Firefox, as soon as i type a url in the address bar its going to surf away from the local hosted frames link bar.

If that makes sense :/

I'm reasonably sure there's no way to make the HTML drop menu stay there throughout your entire browsing session on all windows. If you just want a drop down menu filled with links at the top of your browser then the default firefox links bar does the job just fine (see attached). You get the same basic effect by populating your history, organizing the links into folders, and then placing those folders into the links bar. You could create bookmarks to the pages that load from the 'iNet bar' drop menus and then recreate them using book marks.
