Help! These two packages were returned. Why?!

I mailed out two packages 2 weeks ago, with both returned to me by the post office. Neither packages were open.

One of them had the letters U.A.A. written on it and pointing to my address.

The other stated: "FORWARD TIME EXP RTN TO SEND."

What's going on?

This means the person you sent the packages to no longer lives at the address on the package.

"FORWARD TIME EXP RTN. TO SEND." - The person you tried sending the packages to apparently moved and set up mail forwarding with the Postal Service (meaning any mail addressed to the old place will automatically be redirected to their new address), and this forwarding period has now expired. Because of that, the packages have been returned to the sender (you). This means that you have to get the person's new address in order for the packages to be delivered to them.
