acoustikrage
you could use free services like xanga, blogger, or livejournal. otherwise you would have to set up hosting and possibly a domain then install publishing software like movabletype, greymatter, etc.

Night.Hawk
Blogger if you want to go for free, fast, easy and you don't have your own server or know html/perl/etc. MovableType if you want free (You're limited to 1 author and 3 weblogs), have your own webserver with: - permissions that allow you to run custom CGI scripts - Perl, version 5.004_04 or greater, configured for your web server - An FTP program to upload the necessary files to your web server - Support for the DB_File Perl (Berkeley DB) module OR the MySQL database & DBD::mysql or if you want advanced features. You also need to have some knowledge or HTML, and need to be able to follow instructions. If you want Trackback built in go with this. Blogger you have to have something like Haloscan.com. You also get post Catagories if you want them, and it has unlimited features with addons. You get anything possible with Perl/CGI/MySQL, and anything possible with HTML.
