From the PC you're having problems with, can you run a traceroute to the server?

Start > Run > cmd > tracert neowin.net

You could try to be a bit more informative next time.. Include your ISP. Post a trace report. Did you try another browser and clearing your cache / cookies? Have you reset your DNS settings? Checked the hosts file for a possible old entry to Neowin?
