SCOTTSDALE, Ariz. -- Saying it wanted to restore confidence in the game, baseball rolled out a tougher steroid-testing program Thursday that includes penalties for first-time offenders and random, year-round checks. I personally think it's a step in the right direction. If players feel that they will be publically fingered as "juicers" as part of the penalty (which would undoubedly happen with a suspension) then perhaps they would think twice. Its far to easy on the players, and you can guarantee the tests will easily be bypassed by not only the players, but the managers and owners as well. Its going to go like this: "Ok, you've been caught, here's a 10 day vacation" "what? Caught again? take a couple of weeks off this time." The policy either needs to allow the use of steroids, or to ban any player on the spot caught doing it. There is zero room for this middle ground garbage.
