New Royale package for download

Microsoft NZ has released new version of the Royale theme from Media Center edition (can be installed onto any edition of XP), including a new Bliss wallpaper (the evening look). Also for download is two new backgrounds, called Bluff (a roadsign from a place in NZ) and Bliss (new version with sheep)

Is the actual theme the same, except the wallpapers?

no, theme is slightly different. now has the original light grey color on dialogs (not dark grey like the Tablet PC version), is called Royale (not Energy Blue) and is listed as Media Center style.
