That's done by editing the shellstyle.dll that is within the visual style.

If the visual style was called xyz.msstyle then it would be in this folder: \WINDOWS\Resources\Themes\xyz\Shell\NormalColor\shellstyle.dll

Normally the shellstyle (aka common task folders) is placed on the left portion of the window. But by editing certain strings in the dll file it can be re-position to the top portion of the window.
