It's just that instead of putting all the bookmarks in the bookmarks tab you create folders first and then you place the bookmarks into the correct folder. Then if you have the bookmarks toolbar it will show the folders which carry the "drop-down" Open Bookmarks at the top. Click on "Manage Bookmarks". Open the "Bookmarks Toolbar" folder.
