I guess Black Mesa???? but this one looks better IMO

The blue version (RC) is probably the best visual style up to date (the glow effects and the uniqueness makes is different from all the others).

Would I have to take permission if I choose to modify it (a compact start menu, vista radio buttons and check box)?
