in photoshop there are many photo filters that can give that result ... to achieve the same look try this:

1. get a base image (screenshot in this case)

2. make a new layer (with medium gray color)

3. set opacity of new layer to 40%

4. go to filters and apply a blur filter to new layer

5. select the new blured layer

6. use the shape tool to make a selection on the bluerd layer

7. press delete the selection made

8. repeat step 6-8 until you have made all the cutouts that you need

9. add text to describe the layer beneath

10. save as jpeg and post here :D

select the pieces of the image you do not want fuzzed, then invert the selection do a gaussian blur and pile on drop down and inner glow effects on the ring edges. Place text and markers and your finished.

sorry m8.... blurring a gray image does nothing, since its unifromly colored. You want to make a DUPLICATE LAYER, and a grey layer (opacity 40%) set the origianl to hidden, then merge visible. THEN blur. :) :D
