the battery app on the taskbar came with my thinkpad, so im assuming it's proprietary. If you're interested in hacking up some stuff to get a hold of it, my thinkpad is a T30 and the program i think is called battery maximizer.

not sure... if you're referring to the bar graph at the top, that is netstumbler and thats for finding wireless signal strength.

edit... its the battery maximiser gauge. probably made by ibm, but you might be able to find something similar on google.
