XP will not listen on ANY UDP ports..

I enabled, and disabled windows firewall just to be certain, i have no other firewall software running. I have a linksys router which is DMZ'd to my IP. Ive even tried connecting straight to my cable modem to no avail. I found a ms tool at one point that check to see if a port is listening, and when certain programs are open, only the TCP ports are listening for connections.

I searched high and low and cant find anyone whos even had a similar problem.

Any ideas on what could be causing this? I dont wanna have to reinstall cause its a pain in the ass..

BT, and DC are two examples of programs, you can change the UDP and TCP ports, but only the tcp ports will listen.

using portquery..

TCP port 32459 (unknown service): LISTENING

UDP port 32459 (unknown service): LISTENING or FILTERED (not sure why it shows filtered.. but it doesnt accept connections either way)...

but most the time it doesnt actually work.. something strange uis going on..

Done a full malware scan with adaware, and spybot, even installed a second AV made sure definitions are up to date and ran full scan..
