The plate does get cold, but the problem I realized even when I tried to build one of my own several months ago. The surface area on the bottom of a regular soda can is actually very small due to the fact of the dome underneath, it allows just a very small ring of aluminum to actually be in contact with the cooler plate, thereby drastically reducing heat transfer. My solution, eventually is to make a mold of the bottom of a can and cast a separate piece in liquid aluminum, so there is a solid piece of aluminum that comes in contact solidly with both the can and the plate. Plus it would be removable to clean, or place another glass on the cooler. As for the chiller, it seems pretty much useless if it takes that long to cool it.
