I heard about this on radio. I think it's the station's fault that they knew the risk and still let the contest take place. However, people who took part in the contest are more responsible. There are always people in the world who will ask you to do something stupid (most of the time that would hurt you) for their entertainment, but you have to think. If you can distinguish what is good and what is bad for you, then you are just out of luck.

Under normal circumstances, I would just say the contestants were stupid for doing this without looking into what can happen, but from the audio tapes, one of the DJs clearly brings up that too much water can kill you, they even make mention of a story of a person that died from water intoxication, and a nurse calls in to tell them it can kill someone. It's almost crazy that they still went ahead with this in such a litigious society, you'd expect that some manager or higher up would stop this right away.
