He hasn't been champion in quite awhile for starters. He's also been in a program with one of the IWC's current darlings in Wyatt (and a really long program at that). WWE had limited options after Bryan got injured. Cena is the best option business wise, whether they like it or not. It also gives them their biggest name for Summerslam so they can do the obvious Lesnar thing. Which we know they've been planning for a bit now as it is.
