In photoshop all you have to do is double click the layer that the picture is on and choose blending options/drop shadow and adjust the settings to your liking. I'm not sure about paint shop pro though.

can someone please link me to where i can find out how to cut up pictures like the ones in wallpapers.....i've tried using the slice tool in photoshop but got nowhere...can anyone link me to a tutorial or explain it the best way possible.

Use the Marquee tool and select the image. Move the selected part to a new layer and then click on Layer Effects and then click on Drop Shadows simple.
