they are County Court Officers who are usually employed in chasing down debtors and in some cases impounding goods and even ejecting people from their homes if they haven't kept up their mortgage payments or rents.

If throwing someone out of their house (mortgage arrears) I think they have to be accompanied by the police ... although I believe they actually have more powers than the police ...

It's much more common for a bailiff to make an arrangement with a debtor to make weekly payments to try and pay off a debt .. less aggro all round!
