It's not even that, simply put the LHC could create some very tiny black holes, but these black holes are so small and so minuscule (they last like a million billionth of a second or something) that they pose no threat to us. There was never any disagreement about this, just somewhere at some point, some journalist read "creates black holes" and made a fuss about it.

Essentially, all they're doing is creating the same effects that are going on constantly around us, no black holes have appeared yet so we're safe. It explains it somewhat well here: http://arxiv.org/abs/0806.3381
