I had the same exact problem, and the boot.ini was fine and not read only. So i doubt this is a simple boot.ini hack job, it's a bug in this build. I simply deleted it which fixed the problem, but ive never gotten this built installed even with the winbeta fix. I give up, it's not worth all this effort just to get a buggy alpha os installed that ill use maybe one day.

On a side note, in this build and 4008, a working product key was on the cd, i wonder if anybody has seen it? lol. Im not gonna post it, the reason i mention this is because i think the product key you type into the initial longhorn setup isn't used at all by setup, it's just there as a "placeholder". The real product key is stored on the cd, i wonder if anyone noticed this.

Its because winbeta fuxored the iso they were serving by trying to "tag" biosinfo.inf and put it back branded into the iso to be leaked.

Theres another fix as-well "ReflectiaX" that repairs the booting error, corrects the long filename mistake, gets rid of winbeta's tagged biosinfo.inf replacing it with an original, renames the cd label back to the original, and returns the time/date stamps back to their originals.

Ironically winbeta is blaming Microsoft for their error...

WTF, just because an error occurs, it doesn't always mean you have a corrupt copy. 4015 doesn't have built in bootability (if you would like) and could likely occur if you have left it unpatched. *note: you get the same longhorn if you install from windows as you do when you install by booting to the cd.
