Vcore fluctuating at idle.......

I've recently started to overclock my e5200 (rev. r0, if it is important) which I have at 3.5GHz (333x10.5). I've set the Vcore at BIOS at 1.3375V, and CPU-z records that the cpu gets 1.312V. Now the kicker is even when its at idle (maybe like 2-3% load). the Vcore fluctuates on CPU-z between 1.296-1.312.

Is this a common problem, and if so, is it a BIOS Setting, PSU problem, etc.?

P.S. I have a 550W PSU, but non-brand. NVIDIA 9800GT, 2GB corsair xms2 ram, wireless card and a scsi controller(I happened to come across a scsi hard drive :D)

This is actually normal. Some BIOS's have a setting called Load Line Calibration, which if Enabled usually stabilizes the voltage, but you run the risk of voltage spikes beyond specs. You will want to google Vdroop, Vdrop, and Load Line Calibration to learn more.
