unable to get 1920*1080

i just bought my new lcd screen it's a 23 inch Samsung with 1920*1080 resolution, i hooked it up through the vga cable (that's the only connection that this monitor has but it's ok because i connect it to a notebook with vga) and i can't get the max resolution, i can only get 1680*1050 and the image kinda sucks like this, i tried installing the latest driver, same thing, i even used powerstrip, an utility that claims to fix the problem and nothing works, the notebook has an intel x3100 video adapter. I also have a netbook with the gma950 that runs windows 7 and there everything runs perfect at the max resolution, but on the notebook it just doesn't work...

and the gma950 from the netbook that is an older and more underpowered gpu supports it? that is kinda stupid... i bought this monitor for watching hd movies on it... and i can't get the right resolution, this just sucks, any other ideas

If this is Intel graphics (and I think that's what you meant by "x3100") your BIOS is probably forbidding the 1920x1080 resolution because your laptop vendor shut it down (potentially for the exact reason walford pointed out, but it's hard to speculate on laptop vendors' motivations).
