you'll see that there are 2 cuffs holding donald duck's arms in this barber chair. originally you'd think they were meant to hold someone's legs in place while the shoe polish arms well.. polished shoes...

i noticed there was a 3rd cuff holding donald's neck. what was the original intent for this? suppose donald duck didn't go "upside down" what would that 3rd cuff have been used for?

There's a third one because this is a cartoon. Objects, traps, etc. in the world of cartoons can be perfectly suited for future situations.

Cuffs are never part of barber chairs like that, even shoe polishing chairs. In this case, I think that they just happened to be there either a) to continue with the weirdness of the situation, or b) it just makes things funnier.

While the most likely explanation is just that it was there to hold his neck because it's a cartoon and they didn't think too greatly about the significance of that cuff being there, a lot of adult and controversial things were hidden in early cartoons, so you never know.
