I'm going to recommend WordPress. While the script is still considered as "the" blogging platform to use, it is now widely used as a content management system due to its friendly user interface and flexibility (in regards to both the management of the content and the modification of its appearance). WordPress has a very strong default feature set, however one can install modifications and tweak the script's code in order to achieve his/her exacting specifications if said feature set does not provide what is exactly needed. It is important to keep in mind that WordPress was developed with a blogger's needs in mind. Because of this, it does not possess many of the more extensive content management functions that Joomla! or Drupal come with by default.

That said, I find Joomla! in particular to be incredibly bloated (interface-wise). WordPress is much easier to navigate within, in my opinion. :)

Without a doubt: Wordpress MU + BuddyPress = Ultimate Community. You'll have the capabilities for public profiles (either username.domain.com or domain.com/user/profile/) with various options for profiles, blogs, groups, et al.

It's very easy to get setup and the documentation provided from both communities (especially with BuddyPress since it's an outside source that has put their time and effort into developing it) are excellent and helpful even if you're new to installing and to Wordpress in general.

Here's the BuddyPress demo: http://buddypress.org/demo/
