Someone who would use a torture technique on a four year old girl and leave bruises on her throat should be allowed to have kids? There are people who shouldn't be allowed to have kids for less.

Denying people from having children is just as bad as beating them, if not worse, in my opinion.

Don't take this the wrong way, but who the **** are you to tell him not to have kids ? I see your point, but it's still wrong, it's like denying Muslims from flying, unless of course you know if a person is bad just by looking at him ? I'm going to guess that you don't have this ability.
