360 controller not recognized

Running Win10 with the official PC 360 controller.

 

Alright, so I disable my controller a month ago because of issues with FO4. Long story short, I went to re-enable it for another game, and it will not show up on either the modern devices page or the old school Device Manager (not even as a disabled device). I've plugged the USB back in on several ports, and Windows will not recognize the device.

 

The best part is this; when I press the controller's function button (the glowy X circle which, yes, is lit).... Windows asks if I want to open a Game Bar (whatever that is). But it is sporadic and weird (pressing it on an Explorer window opens Steam for some reason)

The controller is plug 'n play, have you tried uninstalling the drivers, rebooting and plugging the controller back in (insuring your connected to the internet).  If that does not work please try using
