Being Windows Phone it probably belongs in the mobile devices section...

That said that looks like Flextronics in Mexico possibly...

I could be wrong...but the building looks familiar. That said I'm surprised this was on there since the phones are supposed to be reset after passing the tests.

Having worked for Nokia in the past, early 2000s, as a repair guy I can tell you we did power them on and visually inspect that they work. however there were also functional testing machines that'll do a per pixel test of the screen. I assume they do the same with the cameras too and it's all automatic usually. The handsets are then re-flashed to clear them and give them the latest firmware/branding before they are re-boxed.
Looks to be someone working in the flash/imei coding. The black and cream printer at the back looks to be a thermal printer for the imei number stickers.
