you mean the taskbar?

right click on it, make sure that the option 'lock the taskbar' is not checked. then simply click on it and drag it to the top.

Using:

DesktopX (www.desktopx.net) for the pumpkins, meters, calendar, ghosts, and the spiffier icon size/shadow.

IconPackager package of icons from Pixtudio (www.iconzone.com)

WindowBlinds "Trick or Treat" from Pixtudio. I modified this myself to get more useful colors.

CursorXP "Halloween Cursors" so that my cursor is a candy corn. It's pretty cool. I also modified it in CursorXP to be a bit larger than default.
