If underwear is covering and falling down pants/shorts is against the law, then say wearing a 2 piece bathing suit be in violation of the same law?

Alternatively, if your wearing lose falling down shorts around bathing suit at beach, you go to jail?

Add beach exception, now you have a law where you wearing pants / shorts falling down, but only in specific situations, this law starting to sound ridiculous.

Do they have any nudist beach / colonies, there some exceptions right there.

(Note - I'm not a fan of this style of clothing wearing either, just find it odd it's against the law in that state).
