need software to manage 2 monitors

i'm looking a software to manage 2 monitors

 

for example , change wallpaper , set a program to run always on the second monitor , a window

 

in short a program (maybe free) ,but i could consider a paid software too , that let me to gain ,obtain the best using 2 monitors

 

i'm not a gamer

 

i run w8.1 pro 64 and w7 64bit

decent but is based on http://dualmonitortool.sourceforge.net/ which is open sauced based.

 

I use both (display fusion at work over 4 monitors) but dual monitor tools at home.

I thought 8.1 could do all that natively, I know some programme can be set to run on a second monitor through 7, but not all, (usually either through the shortcut's properties, or through the settings within the program.. (For example, vlc has those settings to open on a different screen and you can specify which)
