It will be cup #3. 4, 5, & 6 ar blocked and 7 has a hole. this will block 1 and 2 from filling and leaves only 3 to be able to fill.

Wrong, sir! Cup 4 and 5 will never fill; the tubes are blocked (#4 from the side of cup 3, and #5 from the bottom of the tube).

You could think outside the box (cup) the cup you already have in your hands is full :)
