The joke is, if you walk down the street and shout "0800 00", that someone (or multiple people) will (likely won't as we're all too introvert) shout back "ten sixty six!"

So, in the end, it's a joke that's mostly aimed at people with a good knowledge of the British way of life and culture.

In all honesty, I was completely in the fog about this joke.

A poor analogy for the USA would be someone starting to quote a catchphrase from the Geico gecko, and expecting random people to finish the catchphrase.

Or saying "Nike", and expecting people to reply "Just do it".
