The full list of substances allowed into Russia as it hosts the World Cup events between June 14 to July 15 will allow for cocaine, codeine, morphine, amphetamines and cannabis. Quote FIFA rules also allow spectators to have narcotics on their person,but they must have a prescription Quote prescription And since I'm not aware of anywhere that gives cocaine on prescription or why they would, I'm not sure why that's on the list, but I guess they went with a "allow all" since the regulation still limits what you can bring, being it needs to be prescription and it needs to be your prescription. Heroin is just a subclass of Opioids and is medically legal in most western nations.
