Moto X4 doing odd things

Not really sure what else to title this post. The issue is that whenever I get voicemail, I do not get notification, also I have noticed other apps that are allowed to send notifications, don't (like my banking app is setup to send notification about certain events, but it doesn't) I have done a factory reset on the phone, and it is not rooted or running a custom ROM. I also have switched carriers, and the issue persists. I would love to be able to fix these issues, but I have no idea what is causing them.
