Neowin Ad-Blocker alert, loads last several seconds after the rest of the page.

This in turn means many times I've already started scrolling forgetting every single time that you can't click to remove this notification when it's at the top of the page you've already scrolled away from.

 

Does anyone else have this issue? Is it coded this way on purpose? You have to refresh the page wait for the pop up 'click' then continue to scroll. Why doesn't the pop up load where the page sits? Or continue to follow you when scrolling?
