Microsoft is not detailing the scope of the outage, nor is it saying which areas or countries are affected the most. Therefore, if you are trying to be productive on the first Monday of the month, Microsoft may have just given you a reason to procrastinate a little while it is fixing its productivity apps.
We will update the story once there is more information on it.
Update: Microsoft confirmed that the issue has been resolved:
We've confirmed that the impact is no longer occurring and the final details are being provided under MO1329446 in the admin center.
