Probably not, as the those ray tend to be rather destructive (mainly because they're hard to control), and because smaller laser beams won't do jack unless you can make the particles small enough. Even this UV stuff couldn't be produced using current means for mass production - it'd need to be laser cut or chemically formed (an extremely precise version of electropheresis might work here?).
