The Palm, Dubai Waterfront, The World, etc. A lot of people will want to visit those place when they are finished. The rooms may be on the ferris wheel, the rest of the building will probably house the lobby, restaurants, dining halls, recereation areas, conference rooms, and any other service such a hotel would offer. And if people wan top go stay in this new hotel, big deal. What's your problem? Dubai, and now Abu Dhabi, can pull in more tourists than the rest of Gulf countries, coming from someone who's lived in both of these cities.
