Then arrest them as they did with that fanatic soldiers mother. And gangs do go in the street and recruite people. It scares me how much control the Gov. already has over our live and you want to hand over more. Things lead to another and soon enough you won't be able to say anything. Just like how seperation of church and state, meant to keep a state institutionalized religion from being enforced, became not allowing students to pray in school, etc..
