It soulds science fiction to me but worth a try? :/ If those were different frames they could be superimposed to remove noise/compression artifacts and maybe recover some detail, but it seems the small one is just a crop. (IMG:style_emoticons/default/hmm.gif) Enlarging the picture area of the van will make it blurry and unreadable, Also trying to sharpen up the area will become very sharp and pixelish - unreadable too .. so .. i think there is nothing you can do here fella .. maybe if this image was slightly bigger .. it could make it easier to clearp up as you wish..
