Hard to tell. I think it's at 4:00 while the hint for Room with a view is at 6:53, but it could also be the other way around...

OK, so for Room with a View, the clue from the fireworks appears to be

BLUE BLUE BLUE RED BLUE BLUE

Then

Bulletin Board looks to start at 4:00.

I see 4 red balls shooting inward, 2 white shooting outward, 4 green shooting inward, 2 white shooting outward and then the last ones going off look like they spell THREE.
