‏It's just the RLM (Right-to-left Mark) from the unicode spec, the ring is just formed with other Unicode characters.

Edit: Doh, the ҉ is "COMBINING CYRILLIC MILLIONS SIGN", it's unicode number is 0489, http://www.fileformat.info/info/unicode/ch...ndex.htm‎

But Alt + 0489 doesn't work...
