Tagging Pictures

I'm trying to move away from having subfolder structures for my pictures. The tags seem to work just fine in Windows Photo Gallery but when I upload it to a Picasa Web share the tags are not treated as mutli word but individual words. Meaning I tagged pictures with the text as "On Our Way" but Picasa is reading it as three separate tags. Is there any way around this?
