PowerToys has a very useful tool that lets you keep any window always on top, and a future update might bring a very useful addition to it.

Microsoft has released v0.51.0 that continues to improve existing PowerToys and add new ones, aside from the presentation mode helper, they have been working to improve Always on Top too.
