Setup is unable to create user account in build 10041 and 10051

When the oobe want to create a user account it stuck and displays something went wrong and keeps attempting to create one but in vain m so i did create one using net user from command prompt but when i want to login it sends me to the page where the oobe stuck too , and in build 10051 i logged as defaultuser0 but all metro functionalities are not working ( start menu , lock screen , etc ) .

So is there any workaround ?
