The White House is holding a press conference, announcing war against the totalitarian regime. Please confirm or deny this. The searches on CNN, USAToday, Reuters, NYT ect. have failed to find the clue, largely due to snail net speed here. The contents of both messages are very differenct. My translation is accurately based on that Chinese news. Armored personnel carrier - used to ferry ground forces to the front (in addition to Bradley IFVs); however, APCs, as opposed to Bradleys, aren't as well-armed, or therefore as costly. I can think of reasons well-short of war for a ferry-train to be carrying APCs (including a surplusage sale to a foreign military, such as Israel or a Middle Eastern Arab ally, such as Kuwait, the UAE, or Saudi Arabia).
